Hilary Doe
Hilary Doe is a tested public servant, social entrepreneur, and thought-leader. A proven builder of organizations, she has dedicated her career to facilitating powerful citizen engagement and bold action towards the biggest challenges of our time.
Appointed by Governor Gretchen Whitmer in 2023 as Michigan and the nation's first Chief Growth Officer, Hilary Doe spent two years on the front lines leading the most ambitious population growth effort in state history. Doe blazed a trail for talent retention and attraction and economic growth in Michigan. In two short years, she and her team achieved remarkable results including:
- Growth in 66-percent of Michigan counties, including in cities bucking decades long trends of decline;
- Rapid acceleration of young adults moving to Michigan--5th fastest acceleration of growth in young adults in the nation
- Launch of growth programs that made home ownership more accessible, higher education more affordable, and entrepreneurship a priority for investment as a critical driver of job creation and economic diversification statewide. Initiatives including PitchMI, Make MI Home, and other first-in-the-nation programs.
Additionally, Michigan delivered results for Michiganders across the state in alignment with the growth agenda designed under Doe's leadership. These included free PreK for all Michigan's 4 year olds, a guaranteed free path to community college for all Michigan high school graduates, an Innovation Fund to invest in Michigan's early stage start ups, and, historic housing investments to deliver 125,000 new housing units.
Prior to public service, Hilary held roles in national think tanks and global companies, first as National Director of the Roosevelt Institute—where she grew the organization to among the nation’s largest policy organizations; then as President & Chief Strategy Officer at NationBuilder, known as the world’s most-used software for nonprofits & advocacy, with customers in over 100 countries worldwide. Throughout her career, Hilary has driven innovation in civic engagement, civic tech, economic policy & finance, as well as organizational strategy & movement-building to achieve powerful results with and for communities.
Hilary has received national recognition and coverage for her work in Forbes, Fortune, Fast Company, the Washington Post, The Nation, PBS, CBS, and Bloomberg, among others. In addition, beyond personal accolades, Roosevelt went on to receive the highest honor in the world of social good, MacArthur Foundation’s Award for Creative and Effective Institutions.
Hilary is a graduate of the University of Michigan, a wife and mother to two, an avid Pistons fan, and a proud resident of Detroit, MI.
